Clearstream to enable issuance of tokenized fund shares as Luxembourg control agent

Clearstream fund tokenization

Today Clearstream, Deutsche Börse’s post trade arm, said it will enable asset managers to issue tokenized fund share classes on a permissioned DLT platform after becoming a control agent under Luxembourg’s Blockchain Law IV. Rather than launching a DLT native fund, a manager can tokenize a single share class of an existing UCITS or AIF while keeping its transfer agent, administrator, custodian and depositary exactly where they are.

Clearstream is not the first to become a control agent. Luxembourg fintech Investre landed the first CSSF approval in July 2025 and framed it as a way to run tokenized funds natively, without the traditional transfer agent and depository chain. Clearstream is making the opposite argument. Its model keeps the fund ecosystem intact and inserts a DLT issuance and control layer underneath, with whitelisted securities accounts as the only permitted holders.

“Luxembourg’s Blockchain Law IV provides the legal certainty the market has been waiting for,” said Philippe Mueller, Head of Digital Products and Transformation at Clearstream Fund Services. “Our authorization as a Control Agent offers asset managers a compliant, turn-key gateway to on-chain issuance, bridging the gap between conventional fund distribution and digital market infrastructure.”
